Pedro was born on April 1, 1949 in Matamoros, Tamaulipas, Mexico, son of Pedro Garza and Olivia Gonzalez.

A Memorial Mass will be celebrated at two o'clock in the afternoon on Thursday, the 11th of January 2024 at St. Mary, Mother of the Catholic Church, 1914 Barnard Road, Brownsville.
